- Annotation: The article raises topical issues related to the digitalization of the educational process and the formation of competencies of future teachers in the field of working with digital educational content in the framework of higher pedagogical education in Russia. The main idea of the article is that the integration of digital technologies into the educational system places new demands on the qualifications of future teachers and their ability to effectively use digital resources to achieve educational goals. In response to the challenges of the time, there is a need not only to adapt educational programs, but also to optimize them in order to form the necessary digital competencies among students. To this end, a model for assessing the quality of educational programs is being developed, which is based on a criterion-based assessment framework that includes many aspects related to both the content of educational programs and the conditions for their implementation. The key elements of the assessment are both the content of educational programs, including the availability of digital content disciplines, and the conditions of the educational process, such as the qualifications of teachers and the quality of available resources. The paper also presents a Quality Index, which allows a comprehensive assessment of the effectiveness of educational programs according to a number of criteria. The study highlights the need for a systematic approach to assessment that should take into account the views of all stakeholders: teachers, students, and experts. This will allow not only to identify the advantages and disadvantages of existing programs, but also to develop recommendations for their further improvement.
