- Annotation: In modern personnel policy management systems of large enterprises and organizations, the problem of the quality of working personnel is becoming more and more significant. This applies equally to the management team, whose competence includes responsibility for decision-making and the organization's policies, and specialists. The effectiveness of the execution of certain orders depends on the literacy of approaches to solving the tasks set. The ways to solve current problems are largely determined by the competence of both managers and specialists. Dynamic changes and increasing requirements in the system of state and municipal management for employees in the relevant field, also, at a faster pace, force them to meet the specified competencies for admission or continuation of performance of labor functions at a high professional level. In order to identify and solve problems related to the competence of state and municipal employees, we have studied, tested and proposed a system for competence management through professional development based on pedagogical laws, with a preliminary and final assessment of the quality of formed or improved professional competencies, with their distribution by type.
